Attention is drawn to the Mayor of Parma’s ordinance no. OS-2026-9 of 3 February 2026, which establishes a ban on the voluntary release of balloons, even if biodegradable, colored ribbons, sky lanterns, plastic confetti, or other aerostatic devices that can disperse uncontrollably into the environment, as well as on fouling public ground by throwing solid or liquid substances such as flour, eggs, tomato sauce, oil, food in general, detergents, foams, or paints during celebrations for the last day of school, graduation, or any other occasion. Violators of the ordinance will be subject to an administrative monetary penalty, depending on the type of violation.
